The National Water, Sanitation and Hygiene Policy (PNEAH) is framed by fundamental human rights, the General State Policy (PGE), the SDGs and the constitution of the Republic of Madagascar.

For the implementation of the PNEAH, the following must be updated: the Declaration of Sectoral Policy for Water and Sanitation (DECLAPOL); the Water Code; the Implementing Decrees of the Water Code; the National Sanitation Policy and Strategy (PSNA), the Strategic Orientation Note for the Drinking Water, Sanitation and Hygiene Sector; the National Program for Access to Drinking Water and Sanitation (PNAEPA).

Therefore, the integration of the climate change dimension will be prioritized in the vision of the PNEAH. This integration consists of improving the management of water resources (Adaptation); providing access for all to sustainably managed water supply and sanitation services (Adaptation); optimizing the use of water for economic purposes by all development sectors (Agriculture, Energy, Mines, Transport, etc.).

In addition, the PNEAH will be based on decentralization, multisectoral aspects of water use and good governance. The existing structure is the MEAH, the National Coordination Structure, the Regional Operational Maintenance Structure, and the CODES.
